ICT MANAGER
Position Summary:
The Head of ICT is responsible for overseeing the SACCO’s technology infrastructure, ensuring the security, efficiency, and continuous improvement of ICT systems. This role involves managing IT operations, implementing digital transformation strategies, safeguarding data integrity, and supporting business growth through technology-driven solutions. The ICT Manager shall report to the Board of Directors.

Key Duties and Responsibilities
1. ICT Strategy & Policy Development
- Develop and implement ICT policies, procedures, and strategic plans aligned with the SACCO’s business objectives.
- Ensure ICT systems support operational efficiency, security, and innovation.
- Identify and integrate emerging technologies to enhance digital transformation and service delivery.
2. ICT Infrastructure & Systems Management
- Oversee the management of SACCO’s IT infrastructure, including networks, databases, hardware, and software applications.
- Ensure the reliability, availability, and performance of all ICT systems.
- Manage system upgrades, software updates, and new technology implementation.
3. Cybersecurity & Data Protection
- Establish and enforce cybersecurity policies to protect the SACCO from cyber threats, fraud, and data breaches.
- Ensure compliance with data protection laws and regulatory requirements.
- Monitor ICT security threats and implement proactive risk mitigation measures.
4. Business Continuity & Disaster Recovery
- Develop and implement a disaster recovery plan to ensure business continuity in case of system failures.
- Regularly test backup and recovery procedures to minimize operational disruptions.
- Establish contingency measures to safeguard critical business operations.
5. Digital Transformation & Innovation
- Lead the adoption of digital banking solutions, mobile applications, and fintech integrations.
- Work with business development teams to implement technology-driven financial products and services.
- Drive automation and digitization initiatives to enhance efficiency and customer experience.
6. ICT Governance & Compliance
- Ensure compliance with ICT regulations, industry standards, and best practices.
- Liaise with regulatory authorities, auditors, and stakeholders on ICT compliance matters.
- Maintain ICT documentation, including risk assessments, policy manuals, and technical reports.
7. Vendor & Stakeholder Management
- Manage relationships with ICT service providers, software vendors, and consultants.
- Negotiate contracts and service level agreements (SLAs) to ensure cost-effectiveness and quality service delivery.
- Oversee procurement and implementation of ICT solutions.
8. IT Support & User Training
- Supervise ICT support services to ensure timely resolution of technical issues.
- Provide training to SACCO staff on ICT policies, system usage, and cybersecurity best practices.
- Promote ICT awareness and digital literacy within the organization.
9. Team Leadership & Capacity Building
- Supervise, mentor, and develop the ICT team to enhance productivity and technical skills.
- Set departmental objectives and key performance indicators (KPIs) for ICT staff.
- Foster a culture of innovation, continuous learning, and collaboration within the ICT department.
10. Other Duties
- Participate in executive management meetings, providing strategic insights on ICT trends and business opportunities.
- Continuously review and enhance ICT strategies to align with evolving business needs.
- Perform any other duties assigned by the CEO to support SACCO’s technology and digital transformation goals.
Necessary Qualifications and Skills:
Qualifications:
- Bachelor’s degree in Information Technology, Computer Science, Business IT, or a related field.
- Master’s degree in IT, Cybersecurity, or Business Administration is an added advantage.
- Certifications in IT Governance, Cybersecurity, or Project Management (e.g., CISA, CISSP, ITIL, PMP) are desirable.

- Excellent knowledge of ICT infrastructure, cybersecurity, and digital banking solutions.
- Proficiency in network administration, system security, and database management.

- Ability to manage multiple projects and prioritize ICT initiatives effectively.

Experience:
- Minimum of 7 years of experience in ICT management, with at least 3 years in a senior leadership role.
- Experience in SACCOs, banking, or financial institutions is highly desirable.
